Social Enterprise: A Way Forward for Mental Health Services?

This event took place on the 14th January 2010 at the Clarendon Suites, Edgbaston, Birmingham.The day highlighted the benefits of Social Enterprise and explored different models operating across the Region, showing how the results could impact on your communities.

This unique event was brought to you by The West Midlands Regional Development Centre in partnership with Social Enterprise West Midlands and I’SE and was aimed at Mental Health & Social Care Commissioners, and those involved in planning & delivering economic inclusion, including Jobcentre plus, Government Office.

Data Collection Seminar

This Seminar took place on the 18th August 2009 at the Uffculme Centre, Moseley, Birmingham. The seminar was targeted at Third Sector service provider organisations e.g. the voluntary and community sector, social business enterprises, working in the field of Health and Social Care.

The seminar focussed on the needs that these organisations may have or may need to develop, regarding data collection in reference to their funders/commissioners as funders/commissioners are changing the focus of the types of information that they need to gather. There is a greater emphasis on outcomes rather than outputs.

The session aimed to provide an environment where people could; 

• Understand the importance of managing data/information – costs (service costs, unit costs, volunteer costs) activity,  outcomes/quality measures, service demands

• Gain understanding through working examples of common data problems and potential solutions i.e. managing    waiting lists, estimating required service capacity

• Identify skill needs re data management

• Estimate work load capacity

Activity & Outcomes Database Seminar

This Seminar took place on the 28th July 2009 at the Uffculme Centre, Birmingham. The Seminar focussed on two main areas; Using an electronic database to capture your activities, outcomes and staffing/governance in Health and Social Care Services, Draft Department of Health Baseline Assurance Standards and 'Health Checks' available through WMRDC.

The seminar was open to Commissioner/Funder or Third Sector service provider organisations (voluntary and community sector, social business enterprise, etc) working in the field of Health and Social Care.

Funders/commissioners are changing the focus of the types of information that they need to gather. There is a greater emphasis on outcomes rather than outputs - the session aimed to provide an environment where people can;

• Understand the importance of managing data/information – costs, activity, outcomes , service demands , quality measures

• Experience an overview of the CSIP developed Third Sector outcome and activity database that is free to use at http://www.wmrdc.org.uk/mental-health/commissioning/activity-and-outcomes-database/

• Experience what the DH draft assurance standards look like and how they might be useful to your organisation – along with what the ‘health checks’ are that we can offer as a development centre

Voluntary/Community Sector Mental Health Act Training

Mental Health Act training specifically focused for Third Sector (Voluntary/ Community Sector) providers around the Mental Health Act / Deprivation of Liberty (DOLS) took place at The Uffculme Centre, Moseley, Birmingham on the 30th March 2009.

An overview of recent changes in legislation and some specific training around the Mental Health Act was provided.      Topics included were:

1.Mental Capacity Act 2005 - An overview of capacity, assessments, planning ahead and safeguards

2. 2007 Amendments to the 1983 Mental Health Act: 9 Key Changes Principles Supervised Community Treatment Independent Mental Health Advocates

3. Deprivation of Liberty Safeguards - An overview of the legislation, understanding deprivation and the assessment process

User Led Organisations

West Midlands Regional Development Centre in partnership with the Department of Health held an event orientated around User Led Organisations (ULOs). The Developing User Led Organisations Event was held on the 4th March 2009 at The Edgbaston Cricket Ground, Edgbaston Road, Birmingham.

The West Midlands ‘Developing User Led Organisations’ event aimed to support the development of ULO’s in line with the government’s commitment to have a ULO in every locality by 2010. This was achieved by bringing together people and carers interested in having a voice and helping to shape the future of social care as well as local authority personalisation leads and third sector organisations thinking about the personalisation agenda and how to be sustainable. The event aimed to provide information about what is available in the region in terms of support. This included what’s on offer, and to provide practical examples of what others have done, particularly information from existing ULO’s. Delegates were a mixture of local authority personalisation/ commissioning leads, service users and carers from local groups, and representatives from third sector organisations.

Strategy to support Volunteering in Health and Social Care

The Department of Health in partnership with the West Midlands Regional Development Centre held the “Towards a Strategy to Support Volunteering in Health and Social Care” Consultation Workshop on the 23rd September 2008 at The Centennial Centre, Birmingham, B16 0AA.

The Department of Health launched on the 3rd June 2008, a ‘Vision towards a Volunteering Strategy’, for consultation. The aim is to promote the role of volunteering in the context of health and social care reform, and inform improvements to support volunteering across the health and social care system. DH recognises that volunteering plays a huge potential role in the context of more flexible, responsive and patient-focused health and social care services. This consultation exercise is designed to discuss and debate the five key elements of the “Towards a strategy to support volunteering in health and social care document”

• Support for individual volunteers

• Effective management within organisations

• Commissioning environment and infrastructure

• Promoting partnership

• Leadership

The event was attended by colleagues from NHS, PCT, Local Authorities, Third Sector and other volunteer involving organisations alongside volunteers themselves, as well as services users and groups that represent them, to contribute to the development of this strategy to support and develop volunteering across health and social care.

A volunteering strategy for health and social care wished to articulate the key actions needed to address the perceived obstacles to making a refreshed vision for volunteering in health and social care a reality.
